Is this position draw?

Pure draw as you can't break his pawn structure without a sacrifice.

I think you can open the position in the long term by dropping your c pawn
I think Solal is right. After dropping your c-pawn you can sacrifice your bishop and then attack and capture his weak pawns.
Oh, sorry if i didn't see that.Just thought that the sacrifice would be losing . Also, the computer suggests juggling the rooks around to no fruition which i think makes it a draw. As i said I dont know if the sac would work as stockfish says to play random moves. Cheers
The position is indeed a win for Black.

The sacrifice of the c-pawn is also the key idea.

The simplest way is to put the king on e5, go Rh4-h8-d8, go Be8, and then play c4.

If then bxc4, then doubling on the b-file is an easy win. If dxc4, then there are a couple wins, including d3!, after which all of white's pawns will fall, and the more mundane Be8-c6xe4.

If white tries to ignore c4, then either cxb3 or cxd3 (which one is best will depend on how White has shuffled his pieces) will open the position with an easy win.

It's an easy win by black. Just double your rooks on the e file and sac your bishop on e4. You are a king ahead in that endgame.
@OneOfTheQ Yes the c-pawn and bishop sacrifice is great ideas, though i dont call this an easy win (even computer can not figure what to do), because you have too many ways to make this game draw.
